If I want to get about 20 people in 4 cars from Britain to Ireland in either December or February, what would be the cheapest way to do it?

Not sure how much it cost sto take the car buti know you can get the coach from London Victoria to Rosslare including the ferry for £38. Also depends where you ar egoing from - to. Try either Irish Ferries or Stena Line

The answer to your first question is (I can only offer a guess), well into the millions, maybe £20,000000.

The second question is easy, just ask them to get in, DO NOT PAY THEM. If you get cars with 5 doors this will make it easier for them.

Angel
You can book the train and ferry through virgin trains, from London Euston to Dublin ferry port, it costs £36.00 per person return, if you really want to take the cars go onto

Check out Irish Ferries below. Prices vary but usually around 60 UK Pounds

Wiretsar
You tie the cars behind a rowboat, make shure the cars are well sealed so they float, then pray for good weather and row. That is the cheapest but most unreliable way to go
