I do not believe they are necessary if your family are travelling from the UK or any European Community country

I have never been asked for a passport on the Fishgaurd ferry

EDIT - just found this

For any Domestic ferry crossing (for example within the UK) a form of photo ID is accepted if a passport is not available

under the 'help' sectrion of this site

If they are travelling from the UK mainland they will not require a passport if travelling by ferry.
Hope you have a good time together!

I think it may depend on whether you are going to north or south of Ireland

No passport is needed for the ferry. My brother is over there a lot and he don't even have a passport.

it is not required but you do need some sort of " state issued I.D",either a passport or driving license will be required, Ireland and mainland Britain are not part of the free border agreement, so by law they may be required to show their passport at any time if asked by either a garda or an immigration officer. if they are English they won't get any hassle, but i would recommend for them to bring one just in case
