By law, there is nothing stopping you moving to Ireland with a 23yr old guy.
To obtain a PRSI number, you must speak to the dole office or tax office, they'll put you on the right path.

You need your UK NI.Number and as many forms of photo ID as possible (This is also good for banks as well)

Seventeen is a bit young to elope to another country (I think), However, if that's what you want - then the best of luck to you both!

It's no longer a PRSI number, it's a PPS (Personal Public Service) Number, you can apply for one once you're living in Ireland

If you're currently on benefits, you need to speak to the benefits office in the UK before you move to see if you can continue to claim once you move to the Republic of Ireland

it used to be that a claim for benefits in Ireland could only be made after your 18th birthday. Can anyone verify this or dismiss it?? you can of course work and pay tax

Completely legal.

Bring any docs you have, ie passport, proof of address, p45 (if you have one) to your local Social Welfare Office and apply for a PPS no.

You can begin work any time you get a job but you will be on emergency tax until you receive your PPS no.
(you will receive emergency tax back - eventually)
