Legally if you werent a citizen to any other country you would be considered Irish even if you werent born in Ireland but as an Irish person myself if you lived in Ireland for most of your life I would consider you Irish.

If you come and live in Ireland for the rest of your life, and you get Irish citizenship, then I would consider you Irish.
