I have imported 3 cars in the past few years from the UK to the Republic of Ireland. Brought one over when we moved here and 2 others since.
If you are going to live permanently in the Republic of Ireland you need to register your car with the local Vehicle Registration Office when you arrive in the country within a day or 2 allegedly although we took about a month to get around to it. This link shows you where the VROs are located http://vrt.ie/vrtDetail.php?page=18 They work out how much Vehicle Registration Tax (VRT) you must pay, based on their computer's list of how much similar cars cost to buy in Ireland, not what you paid for it.
If you have owned your car for more than 6 months in the UK (and can prove this, with the log book, insurance documents, tax discs etc) and can prove that you have lived at your address in the UK during that time (utility bills, payslips etc etc) then you don't have to pay VRT but you can't sell the vehicle for 12 months after registering it or you become liable for any VRT due.
If you haven't owned the car for 6 months you have to pay VRT before you get issued with a vehicle registration number. If they value your car too high (always do) then you pay the tax due but you can appeal.
I appealed the VRT on the last car I bought on Ebay in the UK as the VRO over-valued it by 6,000 Euro ! They wanted €3700 VRT. Had to pay initially but won the appeal and got about €700 back

You can insure your car here on UK plates but most insurance companies insist you get Irish plates within 28 days now which means a trip to the VRO, and often an NCT (MOT type) test which is a pain.

check with www.revenue.ie , if you have owned the car for 6 months in the uk and live there i don't think you have to pay vrt

A couple can bring two cars with them as long as they've owned them for 6mnths.No VRT to pay.
