Do LOTS of research on laws (local & national) and politics and boring stuff like that. Get to know the place and how it works before you commit, just because a place is really cool to visit doesn't mean that you are ready for the culture shock of moving there permanently. Visit the area you are interested in a few times for an extended amount of time, make a friend or two there and you may want to find employment before you go...or not...

You would need to be more specific.
We moved about 3 years ago.
It would be good if you can get a job here first and maybe rent somewhere before you decide where you want to settle.
other than that its not much different to moving to say Scotland
