Just go to paypal.com and sign up. I'm in Ireland and that's what I did

Go into www.paypal.com and you can set it up. I did and it works fine.

Paypal have a website in Ireland, www.paypal.ie

You need to register either a credit card or a 3V visa voucher to be able to get any 'real' use out of it though. Unfortunately, you can't register a Laser card.

-Go to paypal.com
-set up a new account
-enter credit card details etc.

sometimes if your buying off ebay the seller will need your account to be verified.

-click the verify button
-then wait til your new credit card statement comes in the post and it will have a 4 digit number on it
-go back to your paypal account and enter the number and your account will be verified.
