Angela's Ashes by Frank McCourt, A Star Called Henry by Roddy Doyle... These are both fiction and set in Ireland

"The road to McCarthy", and "McCarthy's bar" has some great descriptions of Ireland and the Irish from the outsiders point of view. Very observant and occasionally hilarious. "Stones of Aran" is good too, again written by an outsider, but it goes deep into the old fashioned, traditional parts of Ireland and the Irish.
