Where I live, businesses have to pay commercial rates to the council, and they also have to pay for waste at a commercial rate. I'm not sure about water for businesses, but it is very likely they pay for that too.
Domestic dwellings don't pay rates - that was abolished as a pre-election promise years ago.
Town dwellers don't pay for water either, but rural people do. I belong to a group water scheme which gets its water from the council water supply. We have to pay because we are deemed rural, even though houses 50 yards away don't have to pay because they are within the town boundary. They get the town supply, from the same pipes that our scheme is connected to. It might seem unfair that we pay and they don't, but at just over €1 per week, it is still cheap water. Other group water schemes are privately run, and bring their own independent supply from a lake or other water source. They are funded by the members.
My council doesn't provide a waste disposal service anymore. There are bin collecting firms instead, or we can bring it ourselves to the tip where we pay by volume or weight. The firms which collect from charge over €300 yearly. I bring a black plastic bag full to the tip myself about once a month, costs €5. Recycling is free if you use the bottle and can banks in town. There is a charge of €2 at the tip for recycling, so we save ours until there is a decent load. |

There are no domestic rates or water charges in Ireland.
Services and councils are still centrally funded, so we pay with a higher VAT rate, Higher Road Tax, and Higher Income Tax.
All households need to pay for waste disposal though, and healthcare has to be paid for essentially, unless you have a medical card, which entitles you to free healthcare. |

I don't think we have anything like that. We pay for waste collection - where I live, it's €8 for a wheelie bin collection but the recycling bin collection is free. There's no charge for water. As far as I am aware, commercial rates charged essentially pay the domestic rates of residences in their area. |
