I know everyone will tell you "summer"...but please don't rule out autumn either. Both times I visited Ireland were in October, and the weather was wonderful, low to mid-60's and mainly sunny. If there was a rain shower, it quickly blew out.
One particularly warm day, I even swam in the ocean :)

Amanda
May. Relatively good weather, not too crowded yet, adorable lambs and calves everywhere.

Ireland is a beautiful country that can be visited anytime of the year.

April to October is very nice. The best flights are during the off which would be April to Mid may and then August to October 31.

Can find a few cheaper flights American Airlines, Aer Lingus.

April/May is nice - but its also the very beginning of the tourist season. September is also nice... but the end of the tourist season and by then, some of the tourist shops and attractions can look a little ragged. Dont get me wrong - Ireland is spectacular anytime you go!! Its just that if you go at the end of the season, some of the shops close up because the owners want THEIR vacations too!

We went in the first of April and it only rain about 30 minutes one day the whole time we were there and there were fairly nice temps. I loved Ireland!

October is a wonderful time. The Americans are gone for the most part. (I'm American, but got tired of the older visitors telling me how "quaint" everything was.) Spring would be my second choice. Less crowded. There is a great arts festival in Galway in October I think.

Grace
I would say summer, because it can be very cold and rainy here during the winter. There are a lot more things on during the summer as well....... say July/August??
Have fun!!

Early Autumn is the time I go to Ireland. Sept. / Oct. is a good time to go because:
- Air fares are lower.
- The weather is practically the same as late summer.
- Accommodations are easier to book and cheaper.
- Attractions for tourists are not as crowded.

In general there are fewer tourists looking for the same accommodations and services that you will be.

Julie
I went in June and it was beautiful. No rain and not too hot.
