Anytime as the weather is nearly the same all year round but winter is quite cold.Now is a good time to go as hotels are really cheap because there is so many and lots of them...Like €20 per room in a 5 star in the poshest part of dublin...(d4hotels.com).Try dream ireland website and look when the houses are the cheapest as prices vary a lot month to month.

The peak months of the tourist season are July and August, so consider visiting in May, June or September if you can. The weather is likely to be at least as good and hotels are less busy

Other than St Patrick's weekend in March (closest to 17th), probably June and September.
April and May are often still cold and often wet.

If you mean "When the weather is good" then never! Just joking! Dublin is never really that busy with tourists so you could try summer but visit around Easter as the weather will be good and there will be only a fraction of the tourists! Hope this helps! And to be honest St.Patricks day isn't as amazing as everyone thinks and can be quite messy!

To get the full experience of the Irish celebrations, go on St Patricks Day in March. That would be great fun.
Otherwise go in the summer time.
