I don't think you can unless you get cable or Digital? Anyway isn't ITV/UTV just BBC 1 in the mornings? I've never heard of those channels on 3 and 4 and I have digital...they must be exclusive to parts of the UK. I'm not sure though...sorry

I do believe that you can get UTV because when they do competitions the telephone numbers are posted for both UK and ROI - so if you have Sky, it should be available on channel 103

you can add other channels to sky in your other services option do a search on internet for sky frequencies ireland..i am sure there is a site called astra or something like that that give you the frequencies and tells you how to do it
