I know its in Dublin City but where? Pearse street isn't it, beside trinity college? I know you get your PPs number there but can you get your birth cert there? How much is it? Can i go in and get my sisters one? (ie can I only get my own or can I get anyones?) How much is it?

You can order anyone's as far as I know, provided you have their date of birth, full name and PPS number.
There are two types of cert, a cheap one (under 3 euro) which is stamped with 'Social Services only' which you can use for any govt. related requirements, and a more expensive one (around a tenner) that you're supposed to use for everything else. I think the difference is that they use watermarked paper for the second one. I've only ever ordered the cheap ones - passport applications, college paperwork etc - and I've never had any problems.
If you don't live in Dublin, there will be a local office in your area, just look it up in the Govt section of your local phone book. Or order it online as Scream suggests.
