Blarney, village in southwestern Ireland

kim h
I believe it's either in Scotland or Ireland, in a castle... the only magic it holds is what you believe in it to hold

No and No.

That's a stone in some Irish castle. You're supposed to kiss it upside down, for luck. Thing is, you're upside down a long ways from the ground when you do it.

The Blarney Stone is located at the top of Blarney Castle in Cork, Ireland. It is said that if one kisses the Blarney Stone one is given eloquence.
I visited this castle a few years ago. It is a worthwhile trip and a beautiful place to see.
You have to climb up the circular stairs in a very high turret to the top. There are staff there who will help you to lie on your back and support you to pull yourself out over the wall ( just a wee bit ) so that you can place your lips on the stone that millions of others have kissed over many years.
After that, you just walk over to the turret on the other side of the castle and make your way down.
Someone will take your picture ( for a fee of course ) so that you can have a souvenir of your accomplishment.
Every place you go in Ireland you will find magic. Forget about the dog though.

my house. in my living room next to the sofa.

Ireland.
It's supposed to give you the gift of influencing people with your words, without offending anyone in the process.
I bought a necklace at a estate sale, with pieces of the blarney stone in it.

Mooifleur
It is near a castle in Ireland. In order to kiss it, you have to lay on you back and lean your head over a cliff. the Blarney stone is above you, and you kiss it. It is said to bring good luck when you kiss it. But, it doesn't have magical powers, and it will not bring your dog back to life.
