Actually this tradition started long ago when shampoo in Ireland was in short supply. People got to the point that they would not rinse it out and just keep it in. Eventually shampoo became more plentifull but still once a year on St. Patricks Day, we the Irish still do it in honor of rememberance of this horrible time of no shampoo.
