That part of the earth is actually considered a rain forest - there use to be a lot more forest, however the British cut down most of the trees to build ships to go out and conquer the world, so now it is most grass and fields.
There is a high level of rainfall each year, so the soil is very very fertile and a lot of grass grows there year round. The winter is very mild and the summer is quite nice, so there is grass all year round

So they can celebrate St. Patricks day, and silly people dye their hair green. And the other reason is, there are so many 3 leaf clovers, it becomes a obsession for the tourists trying to find a 4 leaf.
