That phrase refers to the Roman Empire when it was at its peak. Rome was the center of European civilization at the time. It was just a phrase meaning that Rome was the center of power and culture. It wasn't meant literally.

Rome had a huge empire has lot's of things to see has alot of stores and good food and other cool stuff. I am part italian and i love going to Italia!
