I think there is not a big difference between b&b and hotel cost in Rome, so I suggest you to choose a 2/3 star hotel ,you can find some ones at a honest price.

I traveled in Italy last September and spent five days in Rome. I think B&B's are far more economical than hotels, and often times much more charming.
Something to keep in mind is that B&B's in Italy are NOT like B&B's in The States. Most times you will be given a voucher for a typical Italian breakfast at a nearby cafe which usually consists of a pastry and a hot beverage. Therefore, if you have your heart set on eating breakfast at the B&B itself, please make sure you inquire if this is available. Personally, I think it's fun to go to a cafe in the morning and stand at the bar drinking cappuccino with the locals.
One thing I did experience, was that often times I would show up to the B&B I had booked months in advance only to find a confused looking owner who ended up taking me to a completely different B&B and room within the same building. Strange. I was OK as long as I had a place to rest. Lots of people would not be.
My suggestion would be that you find recommendations from Italy travel guides (Rick Steves, Fodor's, etc.) These people have already stayed at these B&B's and therefore you will be far less likely to have any unexpected "surprises".
One more thing...stay away from the area near Termini (main train station in Rome) Quite seedy and a little dangerous at night.

I recommend the Daphne Bed & Breakfast in Rome very highly (the Veneto location). Two friends and I stayed there 2 years ago and had a fantastic time. Clean, comfortable, well-decorated and furnished rooms, computer access, even a free cell phone if you need it, and a good breakfast each day. The American/Italian couple who own the Daphne are great and will really put themselves out for you. Plus it's located in a safe, convenient area right by a Metro stop. I don't know anything about their Trevi location but imagine it's probably really nice as well.
