Is it hard for an American to find work in Italy?

There are so many good restaurants it is hard to know where to start with that one.

As for working, my experience is that it is very difficult. The permesso di soggiorno is only for the right to stay more than 3 months, it does not allow you to legally work- you need a work visa for that. Also, they don't just hand out permessos, there is a lengthy application process (I am working on getting mine now, am into week 4 and have visited the office at least 5 times, still have not even had the application put into the computer).
Unemployment is high in Italy, in fact Italian citizens are legally only allowed to hold one job. In order for a foreigner to be hired the company must prove that this person has qualifications that are not found within the collection of potential Italian hires. I think it is much easier if you are already a citizen of an EU country, but if you are American like me, or from outside Europe it is an uphill battle. Not impossible, but be prepared for a tough go of it.
Now living here on the other hand, is wonderful. It's just the finding a job part that is tough.
Good luck.

It isn't hard, provided you speak at least some (conversational) Italian, but you will need a "Permesso di Sogiorno" (Persmission to Live) (The Italian version of a Green Card) to work legally in Italy.

Well, to answer the first part of your question:
I guess you mean the best gourmet restaurants of Italy.
You can find a list on this page: http://www.yourguidetoitaly.com/best-gourmet-restaurants-of-italy.html
It gives a list of the best restaurants of Italy, with their address and telephone number and the type of cuisine they serve.

Unemployment in Italy is very high plus the low wages. I can't see any reason why you would want to especially with such high taxes there..
