i would say spring time, i lived there three yrs thanks to the military you can go to venice, go to the out door markets and cafes, sight see and its not to cold

in August cities are hot and far from crowded... everybody leaves for vacation :). the drawback? No shopping, no restaurants, no nothing... apart from museums!
Take also into consideration places used by Italian wealthy people just for weekends or off season vacations (e.g Camogli, Santa Margherita or Portofino in the Liguria Riviera). In August they go elsewhere and these places get back to their lazy and relaxing ambiance.
On the other hand Sardinia is overcrowded, as well as any of the most popular beaches.

August is very hot here usually, but it's also one of the most crowded periods since it's the peak of the tourist and the month when Italy goes on vacation. You'll find that the weather is not quite so hot, but very good in September and the crowds will be smaller. Another good time to come if you don't want it to be too crowded is late MAy or early June before the tourist season hits it's peak.
