Hotel Forte on Via Margutta ... gorgeous street, right next to the Spanish steps. Can't beat the location ... a room for about 90Euro a night; that's cheap for Rome's center.
If that's too steep a pricetag, stay in a convent if curfew is not an issue. Look up the Santa Susanna american church website santasusanna.org and there's a list of convents: clean, friendly and cheap. And you don't have to be religious to stay in them.

I am going to Rome in March 2008, the cheapest one I found was Cressy Hotel in rome, (it has cheap singel and double rooms, and is near the central station.)
Rome seems to have many dodgy Hostels/Hotels.
Also, if you don't mind sleeping in a dorm rooms, try the page www.hostelworld.com - I think it's the best for hostels all around the world.
