Yes, you can - the tower has been open since December 2001. You need to buy tickets which will specify a particular time; only 40 people are allowed in in each group and the whole tour lasts 35 minutes. The tour is guided, but you do go to the top. Tickets are 15 euro if you get them at the ticket office near the tower or 17 euro if you pre-book on-line. The hours are here: http://www.opapisa.it/index.php?id=16&L=1&T=2

Yes, you are.

The tower is safe for climbing and is open to the public. An extensive engineering work was done to decrease the leaning.

No, unfortunately the tower of pisa has been closed off to the public for quite a while now, from what I can gather off the web.
