Hotel prices vary quite a bit depending on time of year and exactly what's going on in a given city. Right now is a good time from a price perspective. I use this site here in Italy: http://en.venere.com/hotels_rome/. There are almost 600 hotels in the database and you can narrow down to a specific area within a city and then sort by price or rating. The words"cheap" and Rome don't really go together. Hotels around the Roma Termini station tend to be less expensive, but provide good access to public transportation and are within walking distance of the sights.

Not knowing exactly when you'll be here or what you consider cheap, a couple of suggestions that you might look at are: Hotel Romano - right across from the Forum and usually an excellent value for the money. http://en.venere.com/hotels_rome/kolosseum/hotel_romano.html
Hotel Hiberia:

If you are really pushed for cash stay in a youth hostel. My friend just got back from Rome and really enjoyed staying there and she said it was really cheap to stay in the hostel.
