why should the church encourage them?????
The Pope only says what he's expected to say, which is that we have to help poor countries and poor emigrants, but that's all.
anyway yes, gypsies are a social plague, but not only because they steal and disturb tourists and locals,but mainly because they hunger their children until they look like concentration camps survivors and then send them to beg, in order to impress people and to obtain more money. It's a real shame, and the authorities can't help but watch.

the gypsies in italy aren't really violent, if you ignore them they'll usually go away.

Listen they're all a bunch of idiots.

Politicians of italy are thieves,
the religious are dull and ignorant,
yhe gypsies are dirty and smelly (they don't wash themselves) so people hates them.

gypsies have been around for a while: before you had to get mugged by italians, which made quite a fair job. I am afraid it depends on need and on beeing prone to theft for economic and social reasons, not from the country you come from.
