I often speak to the old timers when in Venice and they tell me that the canals have never iced over. Out in the lagoon there have been sheets of ice when the temps drop but really never in the city.
Remember that canal water is salt water and the temperatures would really have to be low and stay low for a long time for salt water to freeze over.

It can happen, but it's very, very rare.

I lived in Venice for 3 years and I have never seen a frozen "canale". And never heard of it.
