You can try www.venere.com an Italian reservation service that has extensive listings for almost any place within Italy and other parts of Europe. After exploring this site, give www.priceline.com a try with "name your own price" to get the lowest possible rate. Fortunately, you are going at an off peak time so rates will be significantly lower than what they could be during the summer.

There's always hostels. I would suggest looking at hostelworld.com.

I suggest you check out Rick Steeves, he has a travel show and lots of books and videos on travel in Europe.
Pensieons (sp?) in Rome are the way to go I have heard. Check out his website and publications. He is pretty good and detailed.
