On average in Rome, it is a maximum of around 13 degrees celcius. For average monthly statistics, check out weather.com. You can just type in the place you need to know about and get daily and longer term forcasts along with historical averages.

2day at 11:36 ect in milan, we have -2°c, during the night min temp was -4°c max temp forcasted 7°c, in the next day it will get a bit warmer at night reaching 0°c during daytime max temp it will be staiyng around 6/7°c.
feb min average temp is -1°c and max av. temp 8°c, so i d say the north is cold the south it s warmer(it could be much much warmer).

it's quite cold until the ending of march. but it might not be too cold in the south.in the south it's around 15-20 C. and in north it nearly 8-12 C

It's the coldest month of the year, but it depends on where you go.
It usually snows in northern Italy, while the weather is decent in the south.

Not sure about Feb, but in Jan in the northern Alps I was there for 2 weeks and it was -15 to 8 degrees Celsius
