san marino is saprate sountry then italy they are 2 different states

It's considered a separate country because it is one. San Marino is a remnant of the period of city states and regional powers long before Italy was conquered. It was protected by it's geography and for the most part was not involved in wars throughout it's history. When Italy was unified, San Marino remained independent - they had provided refuge to Garibaldi.
