in december, the climate is pretty cool:the temperatures in rome are about +5°/+15°C. the weather can be rainy and wet or sunny and dry as well: it depends on the days! so i'd suggest you to bring winter clothes but also clothes that you wear in fall.

You won't get snow, but if you're unlucky you may get cold, wet, grey days. I suggest the layers strategy: bring clothes that will be comfortable if it's sunny and you're working up a bit of a swear running around the place, but also things that you can put on over or under if the weather gets a bit miserable or if you're wanting to go out in the cool evenings. A collapsible umbrella would probably be a good idea too.

some times is cold...but often sunny..and there aren't snow storms!!!

It's pretty cold... well, it depends. there are beautiful sunny days, when the sun is warm, but you could happen to find ugly rainy days, very wet and cold. the perfect moment of the year, for almost every city, is spring, but if you can't do otherwise, Rome is worth seeing even with a snow storm! I hope it helps
