Your best bet is with a programme/company called Kayak, they search hundreds of Rome car hire companies at the same time and return the best prices according to your requirements (manual, automatic, 3 door etc.). It's major time saving.

I have always found that it is cheaper to rent IN ADVANCE of your visit, and not try to negotiate at the airport. Kayak is a good source, and Europcar has been a very reliable vendor. A link to their site is given below. Be careful about insurance. While MasterCard and Visa may offer collision insurance if you pay for your rental with that card, there are sometimes exclusions. Theft may not be covered, for example. Check the terms and conditions carefully. I always insist on a completed contract when turning the car in. On one occasion when I failed to do that, I was grossly overcharged and it took me nearly a year to straighten it out.

If you have never been to Rome before I recommend not renting a car. I think you need to witness the carnage first before you commit.

However, if you know what you are getting into ,it's better to make your reservation before you arrive. I usually go directly to the rental agencies website and take advantage of any discounts they offer: AAA, entertainment card, etc.

rent directly from the airport. They have a nicer selection and are bi-lingual... so you know the terms and conditions of your rental contract as well as your responsibilities as the renter. This saves you from surprise charges whenever you get back to the states.
