To start with, you need a visa to visit Italy as a tourist if you're from the Philippines. You can confirm that at this website which will also provide you with a link to the application form and the requirements for the documentation you need to provide: http://www.esteri.it/visti/home_eng.asp . These amounts are basically the minimum you need for travel expenses although you may not actually spend this much.

The train system is great for getting around while you're here. You can determine schedules and prices here: http://www.ferroviedellostato.it/cms/v/index.jsp?vgnextoid=3fdbe14114bc9110VgnVCM10000080a3e90aRCRD . There's a discounted fare (Amica) on the faster trains if you buy tickets at least one day in advance of a trip.
There are hundreds of tour guides that cover Italy from a sightseeing aspect. Personally, I book my flights & hotels directly on-line rather than going through a travel agent. You might try a site like Expedia, Farechase, or a trusted Philippines booking site for finding good airfares. |

The first thing is to book a flight to Italy. Philippines airlines does not offer flights to Rome and to nowhere in Europe, therefore you will have to choose one of the major Asian airlines like Qatar airways (it seems it has the most affordable rates) or Singapore airlines. You may browse and check for other airlines (perhaps Japan airlines).
Once in Italy, the best way to travel is by train. You may want to visit the website listed below, which is available in English as well). Of course, if you are planning on going to towns not served by railways, the other option is a coach. Some lines are served by a subsidary of Italian railways (SITA), others mostly run within the same province or region.
As far as accommodation, it all depends on your needs, but if you want to keep your budget within an acceptable range, I would definitely recommend either youth hostels (some are great, like in Florence) or guest houses, which are really affordable, especially if located in the outskirts of major cities. One of the forms of lodging very common in Italy is agriturismo (farmers' guest rooms), where you can enjoy great food, directly grown in vegetable gardens or farms. Please plan in advance, especially if you would like to go in the summertime (highpeak season).
