The water level rises in Venice every year during the winter months plus Venice is sinking a little bit every year ! Fog and rain will prevent you from seeing this wonder of a city in all its glory. The main square will be flooded along with other areas of the city that are close to sea level. Might as well be a tightrope artist because you will need an umbrella and great balance to walk along the planking that they build every year for this specific purpose that is if it doesn't freeze...Bbrrrr. It is winter time and no much things going on...but all the services should be funcioning regularly.
I have been there in winter and in my opinion is much better quiet, foggy, prices are lower than summer , but that's me!
In february they have Carnival which is very traditional. |

Remember that december 8 is national holiday in Italy.
Also, it is possible that you find the HIGH WATER phenomenon, which is interesting to see, but it becomes difficult to walk through and visit the city.
I suggest you to visit Venice during Carnival time, if possible, it's amazing.
