And capsica could possibly be capriccio?? (sounds like ca-pree-chee-o)
I would take it mean Jenny Burness, you are so capricious (naughty, head-strong)
Literally, Jenny Burness, how capricious are you? Not as in asking, but as a rhetorical statement.

It doesn't make much sense, it could be translated as "Jenny Burness that you understand" or "J. B. so I can understand".
Did you mean to write TU instead of TO? or TI? Because it changes the meaning of this sentence. Sorry I cannot help more! Maybe write the whole sentence, so we can understand the context.

"to" is not a world in Italian, your sentence is not correct so it cannot be translated. However, "capisca" means "to understand".

I think you heard or wrote this sentence down wrong..... I would assume you meant to say tu or ti instead of to...and capisca (instead of capsica) which is you understand....
