if you mean how to achieve the nationality either by marrying an italian or proving that you have italian ancestors.
otherwise you have to stay in italy about ten years working and paying taxes there; though they are now discussing to reduce the number of years to five.
but if you just want to move here then you need a residence permit. conditions depend (also) from your country of origin.

go into the colussium in Rome and prove yourself as a gladiator- when you have done that enough then the emperor will give you your freedom and Roman / Italian citizenship

you can never become a citizen unless you have relatives that are of italian origin, you can on the other hand become a resident, you receive this status after you have lived here for a period of four or five years. there are many different visas you can apply for, go to this website and see how you would like to enter italy, for work, study ect? http://www.esteri.it/visti/index_eng.asp , this is a great website i used to help me with my visa application, it should give you a wide field of information. goodluck with the move!
