In Italy there are specific laws about it. And you should define "make out". Kissing and hugging, sitting close to each other or holding hands is perfectly allowed, and Italians take advantage of that. Anything that goes further than that is considered offensive if done in a pubblic place, specifically one that children frequent. Other than the random teenager, you won't be likely to see much "making out" in pubblic.
That being said, Italians are much more tolerant of other things, for instance it is not uncommon for gay couples to walk hand in hand down the street, as Italians don't take offence to that, and are open minded. |

We can make it out in a car park into a car and only if the windows are misted, no in the middle of a square or in a park close to the children! It is an offence... |
