Anyone can buy land in Italy; the challenging bit can be actually living here, particularly if you're not a citizen of an EU country. Health care, in particular, can be problematic.

It can also be a bit of a challenge making sure you don't get burned when you buy. There are a lot of sharks in the Italian property market and they tend to start circling when they scent naive foreigners with money to spend. Whatever you do, do not agree to buy a property without thoroughly investigating how such transactions are carried out, the potential pitfalls and how you can be as sure as possible that your interests are protected. Do not fall into the trap of assuming for a moment that anything in Italy is like it is where you now live. Some things may well be, but it's wisest to make sure of your facts before relying on assumptions.

There are several books on the market about buying property in Italy. It's not a waste of time to read them all. It would also be wise for you to spend time reading through some of the internet forums on Italy and foreigners living here.

Well I lived in Sicily for 13 years and know of many Americans that have bought land, but it's not very easy their is a lot of papers that need to be filed and their system is not the best at all, but yes it can be done if you are buying apartment it is easier but land is very expensive depending where you buy it.
