Yes, but it's like a suburb (which is misleading because thousands of years ago Ostia was here frist, but you get the picture). You can get to Ostia by train from Rome, but it's a solid 30 min-1hour depending on where in Rome you are going.

It's true that many Romans go to Ostia's beaches in the summer, but it's NOT a great place to take a beach-oriented vacation. Many beaches require you to pay to get in (a very common thing in Italy, but a bit odd for tourists) and the town itself is not particularly interesting for a tourist- no real sites and the architecture is modern. The one exception is Ostia Antica (Ancient Ostia) which is a fantastic historical park with the ruins of the ancient city. However it's not part of the modern city, it's an attraction apart like Pompei.
