A tan won't be a problem, and yes it does get quite hot, but a lot also depends on your age and the climate that you are used to back home. I lived in the South of Spain for 3 years before moving to Rome, so I was quite used to HOT summers!
This page http://www.romanlife-romeitaly.com/climate-in-rome-italy.html gives you a better idea about the climate in Rome Italy and what to expect.

Of course the advantage of arriving in late July or even better, August, is that many Romans migrate to the coast, so getting around Rome and sightseeing is a lot easier. Plus you can find better deals on hotels (funny enough) because it's out of the main season which falls a few months before mid July and after August.

Also, the summer evenings of Rome are entertaining, with most dining outside in the squares and alleyways, there's always something interesting happening around the next corner.

July is too hot for sightseeing. I know people who have been there that time of year and they said it was very hot and humid.

It's not that it's hot, it's that it's soooo humid. Shops and restaurants close up shop for an hour or two in the middle of the day because it gets SO hot that the entire city becomes a ghost town. Most travel books advice against going in July..

I personally went in January and it was quite nice out.
