Absolutely! Florence is one of the most beautiful cities in the world, and the region Tuscany is crammed with amazing places to visit and enjoy, including the beaches! You really can't choose a better place in Italy. It really can't be describe here, so maybe you'll want to check out this site about the region Tuscany and see for yourself:

Florence is some more than 1 hour driving from the seaside (but not on the summer week-ends when the routes are too crowded and it may take you even 3/4 hours).

You may go also by train from Firenze to Livorno
in abt. 1h 20 minutes http://orario.trenitalia.com/b2c/TimeTable
or to Viareggio in abt. 1h 30 minutes

Partying in Florence is awesome and you'll be in a good company if you like since really a lot of foreigners are based in Florence for studying Italian. Don't look for a different place since none can be compared to Florence if you're looking at the same time for good studying, partying and beaching.

If you like to party I would reccomend Florence. It/s not to big and not to small. The party city in Italy is Naples but it can be very dangerous sometimes. I studied for a month in Italy and I absoluelty loved it.

Have a great time.
