Both will most likely continue to go up, but like everything else, it is hard to make predictions. What I can say, is don't let that stop you from travelling to Europe. There are ways to be there in a simplier way that will keep your cost down. It is worth it being in Italy even if the Euro makes it more expensive then when the Lire was in effect.

The pure exchange rate between two currencies has nothing to to with their strength / weakness, although at present the EURO is a bit stronger. One unit of a particular currency may be "worth less" than a unit of another, but at the same time be stronger.
Don't see the dollar getting stronger against the EURO soon.
