Hi, I'm italian. I really suggest you Rome because Milan has less attractions for tourists. There are few things to see and believe me you'd spend more money in Milan than in Rome, because Milan is a fashion's capital.
I see many times these two cities, but if someone asked me where i want to live i'd answer Rome.
I could organize your trip to see both Milan and Rome.
For visiting all Milan you take usually only one day but for Rome you need 3-4 days.
I suggest you to visit Rome in 3-4 days and after to take the train for Milan (4 hours) to visit it in 1-2 days.
You can see this site http://www.ferroviedellostato.it/cms/v/index.jsp?vgnextoid=3fdbe14114bc9110VgnVCM10000080a3e90aRCRD
For returning at home you could take the plane in Milan. |

Even if Milan is not an ugly city, it can not be compared to Rome... |

Rome! It's amazing. So much to do and see, and there are some lovely hotels and food.
Can I recommend this hotel :http://www.tripadvisor.com/Hotel_Review-g229462-d483488-Reviews-Villa_Tuscolana-Frascati_Lazio.html
it's a great base for getting around and it's not too far out of Rome, with good train links. |

You cant go to Italy without seeing Rome. It is very beautiful. Expensive for tourists but very worth it. |

Definitely Rome, it has so much culture, is brilliant for shopping, and is a stunning place.
Mind the weather though, as from November to around March it can still be very very cold! |

There is a lot more to see and do in Rome than in Milan. Milan is mostly a large, modern city with some excellent high-end shopping, THE world class opera, and a few interesting things for sightseeing like the Duomo, the Brera gallery, and the Last Supper. Rome can keep you fuly occupied for even more than the time you have. The weather is likely to be nicer in Rome at the end of March too. It's not that it's bad here in northern Italy, but it's likely to be warmer and drier in Central Italy. If you've never visited here, Rome is a much better option - leave Milan for a later trip. |

Definitely Rome. Milan doesn't even make it in my top 4 cities in Italy. There are some exceptions of course. If you are going skiing or shopping for really expensive clothes, Milan is the place to go. Otherwise, it's Rome hands down. |
