The bus will take you to the tower as the other answer suggested. However, with a layover that long, you could easily walk to the tower (about 20 minutes on foot). It's a nice walk along the shopping street and across the river. You'll go by the other small piazza with some interesting buildings as well - Piazza dei Cavalieri. There's a baggage deposit at the train station where you can check your bags.

The Train station in Pisa is about 1.5 km south of the Leaning Tower. Bus #1 will take you there. The cost to get into the tower is 15 Euros at the site or 17 Euros in advance.

I walked it when I was there, and I can assure you that the walk was longer than it seemed to be at first - it took at least 35-40 minutes one-way.
