September for sure. lake Garda is very nice, bigger than Lake Como..but Lake Como lies on this small city called Como..which is beautiful. Enjoy!

garda is in the north of italy and it can be cold in october.
try to go at the beginning of september

About weather, I think you should check closer to the date of departure, since last year both September and October were quite hot, especially in the north of the Country; average, near lago di Garda is hotter than lago di Como, anyway; I've been there (both places) and in late December (a few years ago) on Garda wasn't cold at all, a heavy jacket was enough, no need for a coat, then :)

No doubt September but better make sure to have an accomodation - aint' easy this time of the year there.

Definitely September-the weather starts to get a bit cool in October. If you want to swim or boat, go while it's still warm and sunny.
