Scooter in Rome - only if you are very brave, aggressive, alert and a bit crazy. The Italians are crazy drivers and I wouldn't recommend driving in any of the bigger cities. There is an abundance of public transportation (and your feet!) to get you where you need to go.

Venice - don't think they allow scooters on the island. On Lido - Yes! But not on Venice proper. I'm afraid you'll have to rely on public transportation and your own two feet - but walking is the best way to see and explore Venezia!

I can't comment on Venice, though I know they tend to stick to boats. =)

As to Rome, however, I'd warn against it. I see at LEAST one scooter accident a week, no joke. Italain drivers are insane! It's just not a good idea if you're fond of your physical well-being.

I wouldn't recommend it as the drivers in Italy are crazy! I did find this though:

I wouldn't recommend it. Italian drivers are pretty crazy, I saw many scooter accidents and near-accidents when I lived in Rome. It's easy to navigate the city by foot and by public transportation (metro/bus).

In Venice, I don't think they allow scooters, and if they did you'd have a terrible time what with all the bridges. I suggest you walk. You're on an island, so you can't get that lost!!!
