Depends what for.
Venice is good for a one-day or two-days visit, but it's almost impossible to live there, it's so peculiar.
Rome and Florence have heaps to see for tourists, and nice people and everything you may ask for... For my taste, Florence is more precious, but if I got a chance to go and live in Rome I'd definitely go for it.
Milan... Sorry, I don't like it, but if you are already used to a big place you may appreciate it more than I do.

Venice! The other ones I a bit more urban and modern. Not that Rome doesn't have historic mouments-it has tons!! :) It's just that Venice is more fun and unique!
