Short answer - round up to the nearest whole Euro. for ex - if the fare comes to 38.50 euros, rounding up to 39 or 40 euros is fine. If it comes to 31 euros, then pay 32.
If you're going from the airport, many times they'll factor in an extra cost, in which case you don't have to tip.
And of course, if you know the cabbie took advantage of you by taking you on a long route (happened to me in Rome recently) then don't tip a damn thing.

I'll be there in March. The Italian Government Tourist Board site recommends 5 - 10% but also states that Italians rarely tip taxi drivers.

Just round up the bill. If they help you with something in particular you could add a euro maybe.
