The answer is - neither country.
Christmas as a winter celebration predates Christianity by a couple of thousand years. It is essentially a pagan celebration centered around the Winter Solstice. The word still in use for Christmas, Yule, is in fact a pagan name for this celebration.
In order to Christianise European countries, the early Church decided to take over the Winter Solstice celebration and celebrate the birth of Jesus Christ instead. We actually have no idea what time of year Christ was born, and most Christian festivals are based on pagan ones.
The Christmas traditions we have now, decorating the house, Christmas lights, Christmas trees, gift-giving, are all pagan and a continuance of what was happening before the birth of Christ.
Christmas trees originated in Northern Europe, Germany is a possibility, and most Northern European countries have had a tradition of bringing a tree, tree branch or log, into the house for Christmas. This actually goes back to tree worship. |

as Stan wrote, the earliest reference to a December 25 nativity was a Roman manuscript in from 384 AD. And, due to big christian influence in those days, the formerly called "Sun celebration" became xmas as we celebate now.
