For sightseeing, according to the season you are traveling,
All major cities and towns in Lombardy have enough. Milan of course the most, but all of them do.
Though do no underestimate smaller places and towns as pe. Vigevano, as you will find great little towns and villages full of character, art, and historical buildings.

Hiking
Wherever you go to the Alps in Lombardy you will find great places to hike.
As Lombardy is very polluted I recommend you to not hike too long at low altitude.
