I hear that Roma and cities to the south, especially Napoli and Siracusa, are high-crime. Stick to the north of Italy.

I'd say bologna. Theres a lot of students there so i think you'd fit in.

Florence, Bologna, Rome and Perugia have the greatest concentration of Americans due to the fact that they're so of the biggest cities in Italy and, more importantly, that's where many of the study abroad programs are based out of (especially Florence, Bologna and Perugia). It will be easier for you to feel more comfortable in these cities because there's a greater chance you'll meet Americans there and the students stick out. In the cities most Italians can speak a little english, if not very converse very well in it. When you get to countryside towns is where you need to know italian. You'll fair well in any major city but those would be the best in my experiences.
