Check out the etymology of the word (perhaps it is derived from semper of latin.) Most likely sempre means "always" or "forever." As in semper fidelis of the marines....

French Guy
It means "always" in Italian. As in "always together".

It means Always. And that is it's translation from modern Itallian. The word is much older. The Latin Semper Fidelis translates to always faithfull. And is the Motto of the USMC.
